Student Threat Process
When there is an act of violence or an implied threat of violence, our well-trained team moves quickly through an in-depth evaluation process in partnership with the Milwaukie Police Department, the Clackamas County Sheriff’s Office, Happy Valley Police Department, the Department of Human Services, and/or the County Juvenile Department. This team follows a protocol that is kept confidential to avoid giving individuals who make or pose threats tips to evade our process. This is an overview of the process.
Sample Protocol
What happens when a student makes a threat against a school or persons within a school?
FIRST: Act of violence or threat of implied violence reported to school administration or law enforcement
Option 1
NCSD Administrator initiates initial screening team to investigate and determine need for further action.
Option 2
Ongoing information sharing between law enforcement and school district threat assessment team.
Option 3
Law enforcement - County Sheriff, Happy Valley Police or Milwaukie Police investigate to determine need for further action.
OR
Concerns do not meet threshold for screening/not credible threat, which would lead to a conversation with the student/ parent.
Initial screening team may include:
- Administrator(s)
- Counselor
- School psychologist
- Dean of Students
- Other adults who may know the student
Plan/Recommendation may include:
- Monitoring
- Behavior Support Plan
- Intervention
- Increase supervision
- Referral
-or- Move to Level 2 Assessment
Conversation with student/parent and initiate second level assessment.
Second level assessment: Clackamas County Student Threat Assessment Team
- School District
- Law enforcement
- Community Mental Health
- Juvenile Justice
- State Youth Authority
- Others, case specific (Children's Protective Services, case managers)
Plan/Recommendation may include:
- Monitoring
- Intervention
- Increased supervision
- Referral
- Placement
- Custody
- Adjudication
- Community Resources
- Mental Health evaluation
- Ongoing communication between school district, parent, mental health provider, law enforcement as needed
Student discipline processes runs parallel to the threat assessment process and may include:
- Monitoring
- Behavior Support Plan
- Increase supervision
- Suspension
- Expulsion
- Alternative placement
In all cases, the student is removed from the school until the investigation is complete and deemed safe.
Due to student confidentiality laws, the district cannot reveal discipline outcomes, but trust that we take each threat seriously and will take appropriate action to keep students safe.
