What is Preschool Promise?

Through Oregon's Preschool Promise program, North Clackamas School District is proud to offer free, high-quality preschool for eligible 3- and 4-year-old children. This program provides young learners with a fun, nurturing environment where they can explore, play, learn, and grow.

The preschool years are an important time in a child's development. Through hands-on activities, storytelling, creative play, and meaningful interactions, children build the social, emotional, language, and early academic skills that help them feel confident and ready for kindergarten.

Our Preschool Promise classrooms are located at Verne Duncan Elementary School and Oak Grove Elementary School, where caring and dedicated staff create welcoming spaces for children and families. We believe every child can succeed, and we're committed to providing the support and opportunities they need to reach their full potential.

A Strong Start with North Clackamas School District

At North Clackamas School District, we believe the early years are some of the most important in a child's development. Our preschool programs provide a safe, welcoming, and engaging environment where children can explore, play, learn, and grow while building the skills and confidence they need for future success.

We are committed to providing a culturally affirming, inclusive, and research-based learning experience with children and families at the center of everything we do. Our caring teachers get to know each child as an individual, nurturing their curiosity, creativity, and love of learning through hands-on, play-based experiences.

Our Preschool Promise classrooms are located at Oak Grove Elementary School and Verne Duncan Elementary School, offering children the unique advantage of learning in a real elementary school setting. Students become familiar with school routines, classrooms, hallways, bathrooms, playgrounds, and school staff long before their first day of kindergarten. This helps children feel comfortable, confident, and excited about the transition to elementary school.

Our spacious classrooms provide plenty of room for children to learn, create, collaborate, and explore. By attending preschool in an elementary school building, children have the opportunity to build a sense of belonging and connection to their future school community while developing the social, emotional, language, and early academic skills that support kindergarten readiness.

Our preschool programs are about more than preparing children for kindergarten—they're about helping every child develop the confidence, independence, and enthusiasm to become lifelong learners.

Is My Child Eligible?

Please review the requirements below to see if you believe your family qualifies before applying. If your family is close on the income requirement, or you are unsure if you qualify, please call (971)-990-5677.

1) Child must be 3 or 4 as of Sept 1, 2026

2) Family must live in Oregon, but does not have to live in Clackamas County.

3) Households must have an income lower than or equal to the income chart (below) or their household size.

**Exception: Children in foster care are eligible to attend if they meet the first two requirements regardless of foster family income.

Completion of the screening form does not guarantee enrollment in a Preschool Promise program.
