Introduction & Regulatory Background

• Legislative Context: In 2015, the Oregon Legislature passed House Bill (HB) 2931, codified as Oregon Revised Statute (ORS) 332.166–167, requiring school districts to develop radon testing plans and submit them to the Oregon Health Authority (OHA) by September 1, 2016.

• Scope: Covers 40 district schools/sites comprising 69 total buildings (approx. 1,594 rooms).

• Deadlines & Retesting: Initial testing scheduled to begin after September 1, 2016, with completion by January 1, 2021. Retesting is required every 10 years.

Testing Protocols & Action Levels

• EPA Action Level: $4.0\text{ pCi/L}$ (picocuries per liter of air).

• Device Placement:

  • One activated charcoal test kit for rooms $< 2,000\text{ sq ft}$.

  • One kit per $2,000\text{ sq ft}$ for larger rooms.

  • Includes quality control (duplicates, blanks, spike kits).

• Response Thresholds:

  • $< 2.0\text{ pCi/L}$: Retest every 10 years.

  • $2.0 - 4.0\text{ pCi/L}$: Investigate options for lowering levels (e.g., HVAC adjustments, sealing entry routes).

  • $4.0 - 8.0\text{ pCi/L}$: Perform a 9-month follow-up long-term test during the school year.

  • $\ge 8.0\text{ pCi/L}$: Perform a second short-term test within a month and average with the initial result. If average $\ge 4.0\text{ pCi/L}$, execute mitigation.
