North Clackamas School District Wellness Policy Triennial Assessment Report

At least once every three years, the District will evaluate compliance with the local wellness policy and produce a triennial progress report. Each section below is described as "Fully in Place" or "In Progress". Each revision that is marked "in progress" includes the actions taken or planned actions taken.

Community involvement, outreach, and communications:

The district will actively communicate ways in which the community can participate in the development, implementation, and periodic review and update of the local wellness policy through a variety of means appropriate for the district. The district will also ensure that communications are culturally and linguistically appropriate to the community, and accomplished through means similar to other ways that the district and individual schools are communicating important school information with parents.

In Progress: The district is committed to engaging the community by providing accessible opportunities for input on the wellness policy. Using various communication methods, the district will ensure inclusive participation in the policy’s development, implementation, review, and updates, aligning with existing school communication practices. In addition, the Triennial report will be published on the district website to ensure transparency and provide the community with access to the report.


Wellness Advisory Committee

The district supports a wellness advisory committee to assist the development, implementation, and periodic review and update of the local wellness policy. The superintendent or designee will be a member of the committee. The district will publicize information about the wellness policy committee in community news, in communications to parents, and/or websites operated by the district to communicate to parents, students and the community at large to explain the committee’s purpose, process and an invitation to volunteer. 
The wellness committee membership will include, to the extent if possible, but not limited to; Parents, caregiver and students; physical education and/or health education teachers; school professionals; mental health and social services staff; school administrator; Board members. The wellness committee will meet two times per year to review of the local wellness policy.  The wellness advisory will solicit, review and incorporate student voice into its work. The committee will facilitate the development, review and update of the wellness policy, and evaluate each participating school’s compliance with the policy.  The district may create building level committees to establish school-specific goals and activities that implement this policy. A school coordinator will be designated to support compliance with this policy. 

In Progress: The Wellness Committee will seek diverse input by including parents, students, educators, school staff, administrators, and Board members whenever possible. Efforts will be made to gather student perspectives on the wellness policy.

Celebrations and Awards:

 All foods offered on the school campus are encouraged to meet the nutrition standards set by the USDA and the Oregon Smart Snacks Standards.  This includes, but not limited to, celebrations, parties, classroom snacks brought by parents, rewards and incentives and classroom snacks brought by parents

In Progress: The Wellness Committee will continue to communicate with administration and community partners to encourage that all foods offered during celebrations and/ or rewards on campus meet Oregon Smart Snacks Standards.


Fundraising

Foods and beverages that meet or exceed the nutrition standards set by the USDA and the Oregon Smart Snacks Standards may be sold through fundraisers on the school campus during the school day. Such requests to conduct a fundraiser will be submitted to the principal for approval before starting.

In Progress: The Wellness Committee will continue to communicate with school administrators regarding fundraising. Students selling fundraisers for consumption on school property must ensure that the items meet Smart Snack requirements. All other fundraising sales will be allowed if the items are consumed after school hours.


Food and Beverage Marketing in Schools

Any foods and beverages marketed or promoted to students on the school campus during the school day will meet or exceed the nutrition standards set by the USDA and the Oregon Smart Snacks Standards. “Food and beverage marketing” is defined as advertising and other promotion in schools. Food and beverage marketing often includes an oral, written or graphic statement made for the purpose of promoting the sale of a food or beverage product made by the producer, manufacturer, seller or any other entity with a commercial interest in the product.

Any foods and beverages marketed or promoted to students on the school campus during the school day will meet or exceed the nutrition standards set by the USDA. The district will review existing contracts, new contracts and equipment, and product purchases or replacement to reflect the applicable food beverage marketing guidelines. 

In Progress: The Wellness Committee is committed to preventing the marketing of competitive food sales in schools during meal service. School administrators will work with the Wellness Committee to ensure all foods and beverages promoted to students during the school day will meet or exceed Oregon Smart Snack nutrition standards.

Extent to which the District’s policy compares to model Wellness Policy

NCSD’s wellness policy (EFA) is designed to meet the specific needs of the NCSD community. While it aligns with the wellness model, it is structured differently, with some overlapping information found in policies EFAA and EFAA-AR.

A description of the progress in attaining the goals of the District’s Policy

The district is committed to the overall growth of every student and believes that a positive, safe, and health-focused learning environment is essential for students to achieve personal, academic, and social success. The district is also dedicated to fostering a healthy and nurturing environment for all employees, promoting mental health and well-being. This goal remains central to all Wellness Program activities.

The wellness coordinator collaborates regularly with the Wellness Committee and Human Resources to ensure the wellness policy is effectively implemented and ensure relevant materials and education are being presented to staff and students.

The Employee Assistance Program (EAP) impact report is reviewed quarterly to assess whether staff are accessing their benefits. The data collected informs marketing and professional development efforts to increase usage. Additionally, the Youth Truth survey provides valuable insights into students' health and well-being, guiding the development of educational opportunities to enhance students' overall well-being.
