 Title I, Part A, Improving Basic Programs

Title I, Part A provides supplemental resources to the district to ensure that all children, particularly low-achieving children in the highest-poverty schools, have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging State academic achievement standards and State academic assessments. 

Schools identified as “Title 1 School-wide Programs” are: Ardenwald, Bilquist, Lewelling, Linwood, Milwaukie El Puente, Oak Grove, Riverside, and Whitcomb.  

Parents of students in Title I schools have a right to know about teacher qualifications. That means parents may request and receive information regarding the professional qualifications of the student’s classroom teachers, including: (a) whether the teacher is state-certified; (b) whether a teacher is teaching under emergency or other provisional status; and (c) the baccalaureate degree major of the teacher and any other graduate degree major or certification. Please direct inquiries to the Federal Programs Staff at (503) 353-6042.

Title I / Parent Involvement Policy

The Migrant Education Program helps children and young adults overcome the challenges that arise from frequent moves their families make to follow work in agriculture so students can be successful academically, graduate from high school and go on to college or employment after graduation.

Title III-Services for English Learners

Making a difference for the students we serve 

The North Clackamas School District (NCSD) is enriched by a diverse community of students and families, who speak over 75 languages, with Spanish, Russian, Chinese, Vietnamese, and Ukrainian being the most prevalent. We provide targeted English language instruction state English Language Proficiency Standards to over 2,300 students, supported by skilled English Language Development Specialists in each school. Our mission is to ensure that English learners fully access the curriculum and meet high academic standards.

Bilingual Instructional Paraeducators collaborate with school staff to address communication needs and help families navigate school programs and opportunities. Our central office is dedicated to ongoing professional development for teachers, administrators and support staff. Services for English Learners works closely with other district teams to integrate the needs of English learners into specialized services, including Talented and Gifted, and Special Education.

TITLE VI Grant

Throughout the school year, parents and guardians of the Native students who are participants in the grant meet to connect with one another, discuss and plan for any community events the group would like to plan, as well as a standing budget item and spending report. 

Title IX Regulation 

Title IX is a federal law that was passed in 1972 to ensure that students and employees in educational settings, regardless of gender, are treated equally and fairly. It protects against discrimination based on gender.

No person in the United States, shall, on the basis of sex, be excluded from participation in, be denied the benefits of or be subjected to discrimination under any academic, extracurricular, research, occupational training, or other educational program or activity operated by a recipient who receives or benefits from Federal financial assistance. (Title IX of the Education Amendments of 1972 to the Civil Rights Act of 1964).

21st Century

These after school and summer programs are federally funded through a 21st Century Community Learning Centers grant, a section of Title-IV of the Every Student Succeeds Act.

NCSD works in partnership with the Boys & Girls Clubs of Portland and other community based organizations to provide academic support and enrichment programming for students at Lot Whitcomb Elementary School, Rowe Middle School and Alder Creek Middle School. Programs are open to all students attending these schools and are free of charge. 

The Boys & Girls Clubs of Portland also operates a program at the Oak Grove Center that is open to students from Riverside, Ardenwald, Seth Lewelling, and Oak Grove Elementary schools.
